RYN Notice of Floodplain Encroachment

Ryan Airfield – Rehabilitate Runway 06L-24R

The Tucson Airport Authority (TAA) proposes an asphalt rehabilitation and repair project on the existing Runway 06L/24R located at Ryan Airfield (RYN) in Tucson, Arizona.  The asphalt rehabilitation and repair project will include ground disturbance within the 100-year floodplain, as shown in the mapping exhibit and outlined in Letter of Map Revision (LOMR) 21-09-1370P – effective 6/15/2023 and FEMA Flood Insurance Rate Map (FIRM) 04019C2245L – effective 6/16/2011).  Based on LOMR 21-09-1370P, approximately 7,100 sq ft of a regulated floodplain will be impacted by this project.

This project will involve saw cutting approximately 15 portions of runway and runway shoulder pavement, in approximately 8-12 feet wide stripes, to repair cracks which are occurring within the runway and runway shoulder.  This will be a direct replacement of the pavement which is removed and is not anticipated to disturb the subgrade beneath the runway.  The TAA and the Federal Aviation Administration have determined that per Order 1050.1F and Executive Order 11988 – Floodplain Management, this project is located within a 100-year floodplain.  The TAA will consult with local floodplain authorities (City of Tucson and Pima County) to provide a determination if a floodplain use permit is needed to be prepared for this project.  If this permit is determined to be required, the TAA will secure this permit and will meet all requirements associated with floodplain regulations.  Impacts to the floodplain are anticipated to be negligible since existing impervious pavement on the runway and runway shoulder is being removed and replaced for rehabilitation and maintenance purposes.  Additional areas are not being established or constructed which would result in a change to the existing 100-year floodplain at RYN.  The encroachment will not impact existing infrastructure, will not have adverse impacts to the floodplain’s natural and beneficial values, will not have a high probability of loss of human life, safe airport operations will not be affected, and aircraft services will not be interrupted.
